THE Commission on Human Rights (CHR) said it will launch an investigation into the alleged rape-slay of a child in Isabela.

In a statement late Thursday, CHR spokeswoman Jacqueline Ann de Guia said the victim was a 10-year-old girl whose body was found on Wednesday, May 25, in Mabiret River, Purok 4, Balluarte in Santiago City, Isabela.

“It is concerning that barely a week has passed since CHR has taken cognizance and investigated a similar incident in Batangas,” de Guia told media.

“We strongly condemn this heinous crime and all other acts of violence toward children,” she added.

The commission earlier said it would investigate the rape-slay of a five-year-old girl in Barangay Wawa, Batangas City on May 14.

While de Guia acknowledged the action of Batangas City Police in apprehending the suspect, she said, “Crimes perpetrated against the young and defenseless represents a failure to protect the most vulnerable members of society.”

“We urge local law enforcers and village community leaders, who are duty-bound to protect the rights of children, to take more proactive measures to prevent continuing crimes of abuse,” she added.

“We extend our condolences to the bereaved family members and loved ones of the victim,” de Guia said.
