Ballot-making device: An alternative AES

VCM may be reduced into what is called a ballot-making device.

A ballot-making device is not new. It is simply a vote recorder that may be used by a voter to record votes on paper ballots. Ballotmaking devices are designed not to store or tabulate votes. The VCM could be repurposed as a ballotdevice with its software simply redesigned and redeveloped to read paper ballots that voters have gotten used to since the 2010 national and local elections.

The VCM will simply be programmed to scan the now familiar ballot and print VVPAT. The voter can then review the VVPAT which will serve as his official ballot, and which may then be dropped into a ballot box.

After the closing of the polls, votes can be counted in public using the

VVPAT. An assistive technology which consists of a laptop or PC desktop, a QR code reader/scanner, and an LCD projector can be used to read the QR code on the VVPAT while the VVPAT is displayed on a screen or wall in the voting precinct for all watchers and observers to see. After confirming the contents of the VVPAT now considered as the official ballot and the contents of the QR code, the votes can then be recorded and tabulated in a spreadsheet that is also displayed on the wall of the voting precinct. As soon as the last VVPAT is completed, the votes per candidate can be counted using the assistive technology.

The system does away with the manual counting of votes but makes the counting of votes transparent. An improvement on the proposed hybrid election system.
