SENATE RATIFIES BICAM REPORT ON OTOP BILL

DURING its plenary session on Wednesday, the Senate ratified the bicameral conference report on the “One Town, One Product” bill, an act institutionalizing the OTOP Philippines program.

Sen. Mark Villar, chairman of the Committee on Trade, Commerce and Entrepreneurship, reported the highlights of the reconciled version of Senate Bill (SB) 1594 and House Bill (HB) 1171.

Villar said some of the provisions added to the new version are the formulation of a national OTOP strategic development plan and the setting of qualification criteria for OTOP products consistent with elements of culture, community resources, connection, creativity and competitive advantage.

He said the reconciled version also provides for additional program components such as provision of market access and product promotion.

“I believe that the impact of this legislation may extend far beyond our shores,” he said.

The program “will put our nation on the international stage, showcasing the diverse range of high-quality products that our towns and municipalities have to offer,” he said.

“This program will not only boost our local economies but also serve as a beacon of inspiration for other nations striving to uplift their MSMEs (micro, small and medium enterprises) and promote sustainable development,” Villar said.

The first regular session of the 19th Congress adjourned sine die Wednesday night.

Senate President Juan Miguel Zubiri called the first regular session a “success.”

Six measures were enacted into law, while 22 bills are awaiting the President’s signature.

“A highlight among our accomplishments is our approval of eight of the priority measures of the administration,” Zubiri said.

Three of these measures have been passed into law — the SIM Registration Act, the Act Postponing the Barangay Elections, and the AFP Fixed Term Law.
