Seven senators up for re-election in 2025

The Philippine Senate is composed of 24 members who are elected at large – meaning they represent the entire country and not separate districts – and serve six-year terms, with half elected in staggered elections every three years.

This is in line with transitory provisions of the 1987 Constitution, wherein the first 12 senators with the highest number of votes during the 1992 elections served a full-six year term while the remaining 12 for three years.

Those elected in subsequent elections serve the full six years, ensuring that the chamber, unlike the House of Representatives would not be completely dissolved at any time: one-half of the membership is retained as the other half is replaced or re-elected every three years.

Among others, this is intended to encourage the maintenance of Senate policies as well as guarantee that there will be experienced members who can help and train newcomers.

The 1987 Constitution also limits senators to no more than two consecutive terms. Voluntary renunciation of the office for any length of time will not be considered an interruption in the continuity of service for the full term.

The current Senate of the 19th Congress has seven senators who are eligible to run again for office in 2027. Five others will have to vacate their posts and may run for local positions instead

The seven reelectionists are Christopher

Lawrence Go, Maria Imelda Josefa Marcos, Ronald dela Rosa, Ramon Revilla Jr., Francis Tolentino, Manuel Lapid, and Pilar Juliana Cayetano.

After completing two consecutive terms on June 30, 2025, the five ‘graduating’ senators are Juan Edgardo Angara, Maria Lourdes Binay, Aquilino Pimentel 3rd, Mary Grace Poe, and Cynthia Villar.

The remaining 12 who will continue to serve until June 30, 2028 are: Alan Peter Cayetano, Francis Escudero, Jose Estrada, Joseph Victor Ejercito, Sherwin Gatchalian, Ana Theresia Hontiveros, Lorna Regina “Loren” Legarda, Robinhood Padilla, Rafael Tulfo, Mark Villar, Emmanuel Villanueva, and Juan Miguel Zubiri.

Former senators who are likely to seek a return in 2025 include: Vicente Sotto 3rd, Paolo Benigno Aquino 4th, Richard Gordon, Ralph Recto, Panfilo Lacson, Francis Pangilinan, Emmanuel Pacquiao and Gregorio Honasan.

Other personalities could also end up running for the Senate in 2025, based on current speculation, are former President Rodrigo Duterte, former Vice President Maria Leonor Robredo, Defense Secretary Gilbert Teodoro, Davao City Rep. Paolo Duterte, ACT-CIS Partylist Representative Erwin Tulfo, former Manila mayor Francisco Domagoso, Makati City Mayor Abby Binay, Willie Ong, Jose Manuel Diokno, Herminio Roque Jr., and Public Attorneys’ Office Chief Persida Acosta, among others.

Prior to the midterm elections, political parties will choose their nominees at nominating conventions.

The current Senate of the 19th Congress has seven senators who are eligible to run AGAIN FOR OFfiCE IN 2027. FIVE OTHERS WILL HAVE to vacate their posts and may run for local POSITIONS INSTEAD.
